The UI Data Summary is produced quarterly from state-reported data contained in the Unemployment Insurance Data Base (UIDB) as well as UI-related data from outside
sources (e.g., Bureau of Labor Statistics data on employment and unemployment and
U.S. Department of Treasury data on state UI trust fund activities). U.S. Department of Labor. Data is from third quarter reports, representing first quarter data.

Pennsylvania is in the bottom 5 states in the rankings of Unemployment Compensation tax rates. While Pennsylvania’s tax rate has improved, other states have been more aggressive in reducing the UC tax rate and Pennsylvania’s relative position has declined, resulting in a ranking 46th in 2018. Since 2009, the median tax rate has declined from a high of 0.99% in 2011 to 0.56% in 2018.
