Why It's Important

Provides insight into the state-imposed rules that reduce the flexibility and affordability of health care insurance. States with fewer mandates, such as first-ranked Idaho with 13 mandated insurance services and providers, offer businesses and workers more flexibility in choosing the kinds of coverage available than do states like 38th ranked Pennsylvania, which has a total of 56 mandates.

Trend

Since 2009, the median number of insurance mandates among the states has increased from 41 to 45, and mandates have also increased in Pennsylvania, from 52 to 56. Pennsylvania’s ranking has remained in the bottom half, falling from 37th in 2009 to 38th in 2012.
